JDK-6593761 - patch-in-place breaks if previous JRE image has locked files.
Description
We use the RemoveFile table w/the FilesInUse dialog to detect if files are locked.  There is a msi bug where it does not show the app if it does not have a UE.  We need to investigate this further, into how much this will affect patch-in-place.

EVALUATION This will go away with the implementation of our own FilesInUse dialog with 6593761.
