Description
jqs.exe will be running and locked when we try to patch-in-place. We need to create a customaction that will shutdown jqs.exe before patching. I'm closing this as a duplicate of the patch-in-place bug. This bug never made it back to the master ws. If this issue is not fixed, please mark 6404664 as "fix failed". This will simplify the approval process.
