Comments
This is not a build issue. The files that need to be updated are hotspot xml/xsl source code, that is processed into html.

Deferral Request This is a long standing issue. We have enough of copyright/documentation issues left in JDK9 as it is. This can wait.

The reasonable change seems to be to update hotspot/src/share/vm/prims/jvmti.xml (and jvmti.xsl) with a copyright section. However, until JDK-8179556 is resolved it is not clear what copyright file we should point to, so I'm waiting for that fix first.

This problem persists. It is unclear to me whether the copyright information belong in the source or the tools that generate the html from the source. The source is in the hotspot repo.

EVALUATION The program that generates jvmti.html does not add a copyright, nor does any makefile.
