When binding to a link-local address on Windows, without supplying a scope id in the address, a BindException is thrown.

EVALUATION
Yes, indeed. If its Inet6Address parameter has no scope id, NET_InetAddressToSockaddr() will fill in sin6_scope_id with value zero, which is not going to work.
