...are now available; these reflect the proposed changes circulated on
the time zone mailing list last week by Paul Eggert.

In comparison to tzdata2007a ...

Rules for the following Java time zone ids have been modified:
* Europe/Istanbul resp. Asia/Istanbul and Turkey
  (Turkey switches at 01:00 standard time, not at 01:00 UTC)
* Pacific/Easter resp. Chile/EasterIsland
  (historic fixes 1890-1932)

The following time zone id is new and therefore it won't be a candidate for the tzupdater
* America/Indiana/Winamac
  (Pulaski County, Indiana, is switching from CST/CDT to EST/EDT in March 2007)
