Steps to reproduce:
1. install jre6.0 b77 to default path
2. uninstall jre6.0b77
3. reinstall jre6.0b77 to another path
4. java commands will not work in the new path

SUGGESTED FIX
The CustomAction.idt file will be updated to set CustomAction with appropriate elevation privilege.

EVALUATION
This was caused by the same issue as the 6396586.
Since the uninstall CustomAction was not marked with the elevated privilege it failed to uninstall the jre/jdk system files
