Description
when there is no change in browser setting, browser related warning is displayed

Tested Build : mustang b75
Tested OS : windows

Steps to reproduce :
1. Install mustang b75
2. clear cache
3. Launch Java Control Panel
4. Go to Java tab
5. Click on view button
The apply button will be enabled
6. click on apply button
There will be a popup with message "Browser settings changed"

One more scenario, disable the cache and press apply button
There is a popup with message "Browser settings changed - Changes will be in effect after restart of browser(s)"

Expected Behavior :
when the browser setting is not changed, the browser related warning should not be displayed

EVALUATION I can no longer reproduce with JDK7 b110 pit builds. Please retest with recent JDK7 - If it cannot be reproduced will close.
