Steps to Reproduce:
-------------------
1) Install jre on Windows
2) Clean cache (\rm -rf ~/.java)
3) Launch Java ControlPanel
Most of the tooltips on JCP when displayed, shows as a new separate window that is loaded on the windows taskbar.

This behavior was not seen on b60 jre.


Expected Behavior:

The tooltip should not be loaded as a separate window listed on the windows taskbar. Should show a behavior as seen on 6.0 b60
