Description
A DESCRIPTION OF THE REQUEST :
The check box under security for TLS 1.0 should be checked by default.

JUSTIFICATION :
Because more secure on the internet is being safe than no security internet today is unsafe we need to put more security on the internet today.  Mozilla Firefox also has TLS 1.0 selected by default.

EVALUATION We have used TLSv1 as default HTTPS protocol instead of SSLv2. IE7 has used TLSv1 too. This changes has been putback into Mustang B81 release, see bug 6409286 for detail. We will not change it in Java update release because user still able to do it in Java control panel by themself, plus IE6 still use SSLv2 instead of TLSv1 by default.
