Steps to Reproduce:
-------------------
1) Install 64 bit jdk on AMD64 Windows machine
2) Open Add/Remove Programs and click on modify button
3) Choose "Modify" option in the wizard and just continue clicking next button and finally finish button

Notice that the Readme file is opened after clicking finish button, though there is no option asked to show Readme file


Expected Behavior:

When there is no option to select show/hide the Readme file, an unnecessary launch of Readme file happens after modifying installation
