My understanding is, it is Linux.

I cannot reproduce this on a regular desktop keyboard (it has a simpler way to enter these symbols).

EVALUATION May be related to 6217651 ([cinnabar linux]: unable to input Euro and composed characters in StarOffice and java apps). While I'm accepting this bug tentatively, most probably it's not mine. Looking for a chance to reproduce it.
