Description
The java.net.Socket and java.net.ServerSocket constructors don't declare the IllegalArgumentException, while it is really thrown when the port number is negative, "java.lang.IllegalArgumentException: port out of range" or "java.lang.IllegalArgumentException: port value out of range".
