A DESCRIPTION OF THE REQUEST :
I would like to nominate Joda Time (found here: http://joda-time.sourceforge.net/userguide.html) for review by Sun. It seems to provide a rich and extensive replacement for Date and Calendar and replacing those two is certainly well-warranted.

JUSTIFICATION :
Joda Time has a cleaner design with richer functionality. Most of Date/Calendar are deprecated.

EVALUATION We will revisit the date and time API issues for Dolphin. The Joda Time API should be evaluated through the process. Closing this CR as a duplicate of 4340168.
