Description
I am showing a popup menu on clicking the right muse button inside the text area. When the popup menu appears, I am clicking one of the menus and it brings up the menu items in that menu. After that, I am trying to acess the menus and menu items using the keyboard but none of the menus are getting selected. Popup Menu is not usable through keyboard. 

This is reproducible on Solaris9-CDE with XToolkit and on cinnabar. This works fine on Motif and win32. This is introduced in Tiger. On previous releases, the VM was crashing when pressing the arrow buttons after clicking any of the menus with the mouse. 

I have attached a sample test. Execute the test on Linux/Solaris (with XToolkit). You would see a frame with a textarea. Right click inside the textarea. A popup menu comes up. Click on any of the menus. Try selecting the menus / menuitems using arrow keys. If it does not work, the bug is reproduced.
