We currently use the BITS-Background Intelligence Transmit Service to download the java update bundle when users aren't using their computers. This made more sense in Mantis, when the iftw.exe was over 1MB. However, we are only using this to download 200KB in Tiger and later, so it is basically unnecessary. We use msiexec to download the rest of the installer.
We should either stop using BITS, thereby reducing download size and complexity, or we should find some way of taking advantage of it.
