JDK-5048535 - apt should revise discovery policy to query already loaded factories
Description
Within a given apt run, the FilerImpl keeps track of what files have been opened and prevents the same file from being opened multiple times.  However, that information is not tracked across apt runs inside a single command-line invocation.  This is confusing to users and could complicate their debugging and thus should be fixed.
