apt must be able to operate on incomplete source files; at the moment, the earlier javac phases stop if a type is not found.

Comments
EVALUATION The apt tool can operate on malformed inputs; it does not stop on a missing type. If the input has syntax or typing errors, these will be output when the code is examined during annotation processing and then output again when at attempt is made to compile the code. However, the processors can still operate on a representation of the incomplete source files.
