A DESCRIPTION OF THE REQUEST :
There is a need to document the "file.encoding" system property. It isn't listed in the document for JDK 1.4.1 although its existance is fairly well known and is taken for granted as being standard.

JUSTIFICATION :
Official documentation will solidify the standardization of this property.
