Description
In the fix for 4694577 the FileSystemPreferences implementation was
changed to initialize logging lazily. The same modification should be
done to the WindowsPreferences implementation.

EVALUATION This removes the only dependence in the core libraries on the logging implementation for GUI applications run on Windows and saves a little over 1% of startup time on Notepad. Implemented in 1.4.2. ###@###.### 2002-09-13
