It has been expected that the JRE components which get reordered (rt.jar,
charsets.jar, some Solaris libs, Solaris JVMs) will need to have their
reordering files tuned for each release.  This should have been done for
each of the Merlin beta releases (but wasn't), and still needs to be done 
for Merlin RC1.
