This is the same bug thas has been reported with bug id 4301293 (in year 1999).
It was not corrected, because it could not be reproduced.
When using any Java Help system the arrow keys respond slowly.
I can get this to occur in my own applications that use the Java Help viewer.
If you bring up an HTML file that is larger than what the window can hold the
Scroll Bars appear.
When using the arrow keys to scroll up and down, I have to press the key for
approx. 2-3 seconds before any scrolling is done.
