Please include the proposed new tags in 1.4.
In particular the @todo tag which is already recognized/used by IDE's like
Borland JBuilder. It's an extremely efficient way of keeping track of the things
that needs to be done. Having it availabe both in the source-code *and* the
JavaDoc would be great.

I could not find any previous bugs that have documented this "@todo"
tag.  Am therefore filing a new RFE for it.
