Description
When fixing 4112924, ~280 time zone display names were added to the root resource bundle file and those names were sorted by time zone IDs for maintenance reasons.  This change resulted in making some time zone abbreviations non-unique. For example, "EST" is a common abbreviation of 7 different time zone display names, while it was unique until Kestrel. This affected the lookup order by SimpleDateFormat.parse().

If there is any application that assumes "EST" is unique and stands for "Eastern Standard Time" in U.S., the application fails to parse a date/time string.
