Description
linux cricket release bug. TimeZone.inDaylightTime() with 
Australia/Sydney tz + (1999,9,9 and 1999,9,10) should be True***

EVALUATION On 1999/9/9 and 1999/9/10, DST hadn't started yet in Sydney. inDaylightTime() should return false with those dates. As of Cricket, the 2000 DST rules for Australia time zones hadn't been incorporated. Refer to 4257314 for the SimpleTimeZone restriction. masayoshi.okutsu@Eng 2000-04-06
