In a previous communication, JavaSoft had stated that they used 
a reference document from nih.gov which used IATA as its reference.

1) Rule before the line with

DST rules, where as the IATA document says that Amman enters DST

EVALUATION Kestrel time zone data is based on tzdata1999e, which is quite old now. (Refer to 4271065) The latest one is tzdata2000d (Tue Mar 14 14:42:00 2000) as of today. masayoshi.okutsu@Eng 2000-04-06 It's not possible to fix this problem with a single bug report. I will file a bug each time the Olson public tz data is updated.
