Description
After installing the Java Plug-in (Kestrel Build B), and loading an applet
you will get the following error: The Java Run Time Environment cannot be loaded. 

Another problem is that the title for the dialog shown "Java(TM) Plug-in 1.2.1 Fatal Error", but this is Java Plug-in 1.3.
