1. Dialog or JDialog
2. setResizable (false) call in constructor
3. User cannot resize such dialog using the mouse
4. BUT icon and system menu present and
it has enabled commands "Resize", "Minimize",
"Maximize"
5. Appears in 1.1.5 and 1.1.6.
