The DateFormatZoneData is currently a bit messy and incomplete.  This was necessitated by the impoverished list of TimeZones recognized in the past.  With the advent of a more complete list of zones, the DateFormatZoneData files should be fleshed out to include the new zones, and should be corrected where old zones are used to approximate missing ones (e.g., Europe/London for Europe/Dublin in en_IE).
