EVALUATION
Though the fix is clear, it implies changing java.util.jar.Pack200 specification
and default behavior, which requires a CCC approval. But these kinds of changes
are usually not permitted in update releases. So this fix is not going to be approved. Since a simple workaround is available, and the customer agreed to close
the case, I'm closing this bug with "will not fix" status.

SUGGESTED FIX
make segment-limit=-1 the default behavior.

EVALUATION
This has been problematic, the anonymous classes tend to perturb
the segmenting, and causes issues.
