Description
While previous JDK releases (up to 8) were translated to multiple languages,
amongst others german, all translations except English, Japanese, and
Simplified Chinese is no longer provided with JDK 11.

Fix Request (11u): Should get backported for parity with 11.0.14-oracle. Doesn't apply cleanly, but is trivial to integrate. Review: https://github.com/openjdk/jdk11u-dev/pull/401 (Skara recognizes it as clean.)
