Description
CLDR has "Turkey" meta zone, but do not provide explicit localized names. In such a case, localized names should be synthesized from location and pattern, but current CLDR Converter seems to fail to do so.

Fix request (11u) -- will label after testing completed. I would like to downport this for parity with 11.0.9-oracle. I had to do a row of trivial resolves: http://mail.openjdk.java.net/pipermail/jdk-updates-dev/2020-July/003440.html
