JDK-8218780 - Update MUSCLE PCSC-Lite header files
Description
The MUSCLE headers are updated to 1.8.24 as in https://bugs.openjdk.java.net/browse/JDK-8218780

but the src/java.smartcardio/unix/legal/pcsclite.md file still has the old version 1.1.1 and earlier license header. This inconsistency should be fixed. Also adding back the COPYING file with the one bundled in 1.8.24.

Fix Request (OpenJDK 8u): Please approve backporting this to OpenJDK 8u as this fix should go together with a backport of JDK-8218780 (also been requested). JDK-8218780 is also been backported to Oracle JDK 8 which would bring OpenJDK 8u in-line with it. The patch does not apply cleanly and has been proposed for review. Currently being reviewed by Andrew Hughes. License files only update.
