Description
It's observed that when the Locale is other than en_US the zone names are not populated properly during run time.
Comments
Fix Request [11u]: Required for parity with 11.0.9-oracle. Patch applies cleanly to current jdk-updates/jdk11u-dev and compiles fine. Included test fails on current jdk-updates/jdk11u & passes on patched jdk-updates/jdk11u-dev.
