Description
JDK-8213294 has upgraded the IANA LSR data to 2018-10-31. There is a recent update made to it on  2018-11-30. So, it is better to take the latest version available and upgrade the language Subtag Registry to the latest one 2018-11-30:

Fix Request: This enhancement was brought to Oracle 11.0.4 so it should also be backported to OpenJDK 11u. The actual patch is small and applies cleanly.
