Taking this one for 8u

Fix Request (11u) This upgrades the country/locale language registry. Patch applies cleanly to 11u and passes tier1. I see it is in 11.0.4-oracle already.

Its is always recommended that we upgrade to the latest version available, besides there has 3 revisions since our upgrade of LSR in April 2018

The latest version 2018-10-31 does not specify any equivalent tag changes as compared to the existing LSR version used by JDK (version: 2018-04-23). So there may be no need to update the existing JDK LSR data to 2018-10-31
