JDK-8202088 - Japanese new era implementation
Description
The implementation of JDK-8202088 holds "���������" as a placeholder for Japanese new era name.  However, the era name is restricted to be two characters by a cabinet report proclaimed in 1979 .

To achieve a smooth transition mentioned as a goal of JDK-8202088, two characters placeholder would be better.

From the API standpoint, there is no restriction on the length of a Era name (in fact, Japanese era names in English localization have more than 2 characters for existing eras). However, it would be desirable to avoid any possible unwanted regressions in customer's apps (even for placeholders), changing it to "������" would be desirable.
