Issue with webstart app where the popup menu appear on a wrong screen 
on an initial one-screen setup and it changes to multi-monitor. 
The popup is displayed on wrong screen. 

The issue does not happen with this same application when it is launched 
locally (not via webstart). 
DisplayChangesException.java depends on the "headful" key.

Fix Request Backporting this patch keeps JDKs in sync (I see it is in 11.0.3-oracle). Patch applies cleanly to 11u. The new regression test is passing. However, I am unable to test the whole thing, not having the multimonitor setup.

I do not have access to multi-monitor system, so have not been able to reproduce. It is possible this has same underlying cause as JDK-8201508, it which case it may be already fixed in 8u192
