Description
When the encoding is set -Dfile.encoding=UTF-16 then the ucrypto.cfg file cannot be read.

It was noticed when backporting JDK-8158633 to jdk8.
Comments
For sure. I think all the test base should be systematically run in UTF-16 environment.

There are probably plenty of other places where this is a problem.
