Description
Starting with 8u60, the Windows compilers used for production builds is Visual Studio 2013 SP1.

This RFE is a tracking issue for upgrading the Windows compilers used for production builds to Visual Studio 2013 SP4. This matches the compilers used to build the rest of the JDK for JDK 9.

Because we also require VS2013 for JDK 8u60 and later, this change will also be backported to JDK 8u.
