Performance data for Neoverse N1 shows that `isb` can be used to emulate the x86 `pause`. It is more reliable than `yield` or a sequence of `nop`.
Only issues associated with changesets should be closed/resolved as "Fixed". If this issue is fixed by another issue, then please close it as a dupllicate.

JDK-8278241 + JDK-8277137 provide the fix.
