Fix Request (OpenJDK 11u): Please approve backporting this fix to 11u-dev. The JDK 16 patch applies clean and included tests pass. It fixes a regression on detecting the correct cgroups version in use on some systems. Existing container tests pass on my cgroups v1 and cgroups v2 systems. This is part of the batch for the cgroups v2 support work for 11u.

This systemd only mount with cgroup FS type triggers the problem: 35 26 0:26 / /sys/fs/cgroup/systemd rw,nosuid,nodev,noexec,relatime - cgroup systemd rw,name=systemd
