Description
The expiring DocuSign root must be added to the exemption list before Tuesday, February 25, 2020 (90 days before it expires) to avoid test failures.

Fix Request (11u) This avoids the false failure that would happen on Feb 25, and it keeps codebases in sync (I see 11.0.7-oracle). Patch applies cleanly to 11u, passes tier{1,2,3} suites.
