The expiring DocuSign root must be added to the exemption list before Tuesday, February 25, 2020 (90 days before it expires) to avoid test failures. 
Fix request (13u) Requesting backport to 13u for parity with 11u, applies cleanly.

Fix Request (14u) Same reason as 8u and 11u. Patch applies cleanly to 14u, affected test passes (on Feb 20).

Fix Request (8u) Same things as for 11u. Patch applies cleanly after reshuffling. Affected test still passes.

Fix Request (11u) This avoids the false failure that would happen on Feb 25, and it keeps codebases in sync (I see 11.0.7-oracle). Patch applies cleanly to 11u, passes tier{1,2,3} suites.
