Fix Request (11u): Backport this patch for parity with Oracle 11.0.5. Patch applies cleanly. Tested at SAP before pushing.

Fix Request For JDK 12 update release. This is a followup fix for JDK-8217690 The public suffix list (https://publicsuffix.org/) published by Mozilla is used by JDK to determine what domain is registerable. The list is used by all major browser vendors and many security libraries. We should update the list included inside the JDK to the latest version when a major version of JDK is released. The source patch from JDK 13 applies cleanly. The regression test had to be modified slightly (review: http://mail.openjdk.java.net/pipermail/security-dev/2019-April/019646.html ) Mach5 control build/testing are green.
