JDK-8212970 - TZ database in "vanguard" format support
Description
During the review of JDK-8213330, it was pointed out that there are inconsistencies with the copyright header in those test data files. Some have copyright year, but others don't. Should be consistent.

During the fix to JDK-8212970, those test data files were removed.
