As it needs to support formatting a number in its short/compact form, developer will add new APIs and we will need to add relative tests to verify this feature.
1. Parse short number format element in cldr xml file
2. Add below new tests to cover all available locales supported by NumberFormat.
       - testLongCompactDecimalFormat
       - testShortCompactDecimalFormat
       - testGetCompactNumberInstance()
