FULL PRODUCT VERSION :
'java' is not a recognized as a internal or external command, operable program or batch file.

ADDITIONAL OS VERSION INFORMATION :
Windows 10 Pro 64 bits

A DESCRIPTION OF THE PROBLEM :
Tried to install jdk-8u101-windows-x64, and while I got the normal security permission from the windows, I accepted but nothing happened after.

After researching online, I did a series of checks and verifications:
- Disabled Antivirus/Firewalls
- Uninstalled JRE using Oracle's tool
- Check registry for errors
- ran and sfc scan

Then I attempted to install different jdk with 32 bits, then I tried 102 for both versions. 

Went back to previous versions (60/74/92) both jdk and jre. Attempted to install jdk with netbeans, but it failed to install jdk.

REGRESSION.  Last worked in version 8u102


REPRODUCIBILITY :
This bug can be reproduced always.

Submitter confirmed back conveying that the issue is not reproducible with 8u112 ea. "I installed both the JRE and JDK without a problem."

The issue is not reproducible in general. This could be a related to JDK-8148167 which has a fix for 8u112 ea version. Checking with the submitter about the status with 8u112 ea version as well and also share the install log (jusched and JavaDeployReg) to understand this better.
