The javah tool has been superseded by the "javac -h" feature, and so should be deprecated, and eventually removed.
Suggested message for javah:

to javac in JDK 8. Users are recommended to migrate to using the javac ''-h''\n\

Initially, the work to deprecate javah should simply consist of writing out a message when javah is used.
Here is an example of such a message, when the apt was deprecated with a view to its removal:
