Description
The end times for native TGTs (ticket-granting tickets) are now compared with UTC time stamps.
Comments
The lock on the 8u66 Release Notes was cleared and the issue was added.

I was unable to open the 8u66 release notes in contributor mode so I've added the text from Roger, "If there is no ability to add it to the 8u66 release notes then we need to mention it is not new to 8u71"
