It was pointed out that we are "recommending" older PBE algorithms, but I can only find "examples" of PBE names in the StandardNames.html doc.  This needs to be updated.
I don't see a problem here. We support standard names for both the older (v1.5) and newer (v2.0) standard for PKCS #5, and when providing examples, we indicate which version they apply to.

Moving to security-libs now that Standard Names is an official spec.
