manual test is included in comments of JDK-8136906 but it would not be too difficult to add automated junit test

just parse a jnlp file with the header pointing to a non-existent dtd. Before the fix it would throw an exception. now it will not access the url. Crucible review: https://java.se.oracle.com/code/cru/CR-JDK9CLIENT-1451
